Dr Rayner is a highly respected authority in security technologies, possessing extensive expertise in both bulk and trace detection methods. His vast knowledge encompasses transmission X-ray, X-ray diffraction, computed tomography, multi-energy X-ray detection, quadrupole resonance, magnetic resonance, inductive metal detection, as well as standoff and extractive optical trace detection systems for explosives, narcotics, and chemical weapons. Dr Rayner assists HALO in formulating long-term US strategic and technology strategies, ensuring efficient focus on research and development efforts for the creation of innovative products.

Dr Rayner has previously held key positions at prominent companies such as Rapiscan Security Systems, QR Sciences, InVision Technologies (now Smiths Detection), and Quantum Magnetics.

He has developed explosive detection systems based on quadrupole resonance technology for various threat scenarios, including checked baggage, checkpoint screening, cargo examination, and infrastructure protection. He has secured over $40 million in research and development funding from a diverse range of governmental agencies, both in the United States and internationally. Additionally, he has worked with scientists and engineers, fostering a culture of innovation specifically tailored to security applications.
